New projects and SVs can only be requested by bwIDM members with employee status. Usually, this information is transferred form your institution to SDS@h automatically. eduPersonScopedAffiliation needs to be "staff" or "employee".
# Go to "Index" -> "Personal Data"
This is described for the 'SDS@hd Management Tool' at the bwIDM page: https://www.bwidm.de/dienste.php.
# Choose the "Shibboleth" tab
# Search for the following entry: http://bwidm.de/entitlement/sds-hd-sv (this is an attribute and not a link)
If you can find it, you already have the needed entitlement.
